Ixonos will design and implement the architecture model for the e-government services of the model cities that will be founded in China as part of the DigiEcoCity project.
DigiEcoCity Ltd, a Finnish company, has chosen Ixonos to establish uniform design principles for an ecosystem of digital solutions. At the initial stage of the collaboration, Ixonos will define an enterprise architecture description and catalyse design and implementation work. Having a defined architecture model for e-government services will facilitate the construction of cities that conform to unified ecological and digital principles. The architecture model for e-government services will enable efficient and reliable service development in a multi-vendor environment.
China is going through intense urbanisation and wants to model it on Nordic top knowledge in urban planning. DigiEcoCity Ltd will plan, following the open source principle, two Chinese model cities that will combine ecological principles with technological innovations. In addition to Ixonos, e.g. Nokia Siemens Networks also participates in the design of the project’s digital communications.
For a long time already, Ixonos has emphasised active transparency, believing that the latter significantly promotes the development of e-government service quality and thereby benefits all involved. Teppo Kuisma, head of the Ixonos Business Solutions unit, says, “We have positive experiences of providing pre-modelled e-business and, particularly, e-government solutions based on open source code and on an open approach.”
Ixonos has provided consulting services for the structural change in Sitra’s municipal ICT services and has also been involved in the municipalities’ and Ministry of Finance’s joint development of an example architecture for an e-government solution as described in the KuntaIT’s function. The architecture model as well as the source code of the solution’s main components was published for open use. This has allowed municipalities, other public administration entities and their partners to take advantage of a defined and tested e-service model. “These solutions, which are based on open source code and an open architecture, are easy to put to use outside Finland as well”, Mr Kuisma notes.
“The fact that the solutions are provided as private cloud services also has considerable benefits for the service operations of Chinese cities. Ixonos can deliver a completely reliable, scalable service platform which is automated according to the customer’s needs and provided as a cost-efficient suite of services”, Mr Kuisma explains.

Ixonos and DigiEcoCity will sign their co-operation agreement on 14 October 2010, in connection with the Cleantech Finland Smart Days seminar at Expo 2010 in Shanghai. Kari Happonen, President and CEO of Ixonos, and Mauri Tommila, CEO of DigiEcoCity, will attend the seminar.
